Can councils charge more to pay by cash?

Just curious really, but since I'm no expert on council parking I thought I'd ask...

Can councils (Reading, in this case) actually impose massively different parking charges dependent solely on the payment method?

Well this analysis is based on personal income tax returns submitted to HMRC, so we can say nothing about what notional income these taxpayers might have that is shielded from personal tax liability (and I imagine that's what you're getting at when you speak of effective tax rates). Realistically they will all be in the 40% or 45% brackets.

If your personal income were £10m, you'd be paying the better part of £4.5m, and if I were in that position I might say it's fair enough. But if someone told me I wasn't paying enough and I should be paying £6 or £8 or whatever, I'd tell them to foxtort oscar, unless the someone were the government in which case I'd relocate.
