Wrong registration number on PCN

Hi all,

Few days ago got city council PCN with wrong vehicle registration number. Correct plate last letter is U, but in PCN it is Y. Car was rental. I'm not UK resident/citizen, never driven before in UK.

I also have some doubts regarding PCN stated contravention 'Parked in a permit space or zone without clearly displaying a valid permit 16' and parking sign. Upon noticing PCN on our wind shield we checked a car in front (parked at the same time) and it had NO visible permit or anything on dashboard/wind shield, just identical ticket from machine. In fact we overstayed, our ticket expiry time was 19:10 and PCN served on 19:39. I was wondering is such parking sign completely prohibits parking without permit? From my understanding or a) have permit or b) pay and display ticket. Parking sign wording 'Permit holders ONLY' would be clearly understandable, but there is no ONLY in this case.

Would be thankful for any advice in this situation.

They must go by the reg (VRM) on the PCN so you (or rather the rental firm) is in the clear.

Type the wrong reg in here:

https://vehicleenquiry.service.gov.uk

and see if it's a live vehicle. In any case I would write to the council enclosing a copy of the PCN saying this was found on a vehicle but the VRM is for another vehicle, for their records.

Keep the PCN safe in case they are foolish enough to try and enforce against the correct VRM.

Thanks. Vehicle with wrong VRM is live. Both vehicles are almost identical (make, model, colour, date of first registration, year of manufacture), except for engine Diesel vs Petrol. Could be even with the same rental company. Any opinion about parking sign?

If the VRM is wrong that is the end of the PCN for the council - they cannot enforce it. It is not served for the vehicle you had.

Send the council a copy of the PCN and say you found this on your car but the VRM shows it's for another vehicle, and you are letting them know for their records.


you don't have to give your full name or an address - post to parking dept address as per back of PCN.

you don't have to do this but as it's a rental worth doing in case the council tries it on with the company.

So the council can not re-issue PCN with corrected VRM after checking actual photos?

your only real problem is that the council send a NTO to the hire company and they pay it. You need to write to them tell them of the PCN and that if a NTO transpires you intend to fight it and that they should transfer liability under the statutory ground allowed, that they are a hire company meanwhile send a copy of the PCN to the council along with a copy of the hire agreement showing the correct reg Tell them you found this PCN on the car you have hired but it is not for that car so it must be cancelled

Correct me if I'm wrong, but the council will send NtO to the car owner using data of VRM as per PCN. If this other car is also rental (and was rented at the time of contravention), then the hire company could pay fine and then charge someone else. The hire company will have no basis to charge me using NtO for the different vehicle. At this stage I inclined to do nothing and wait. If it comes back to me in any way, then I will tell VRM on PCN was/is not for the vehicle I was in charge of. This will be the dead end as the council can not re-issue PCN with corrected VRM after checking actual photos. To be on a safe side I will restrict all transactions on the card used with the rental company.

Any opinion about parking sign question?

Not sure why you are asking about the sign - are you going to challenge the PCN as if it was yours? That would be daft.

Ok thanks. I will check if I can email the council without disclosing personal data. They have a contact form with mandatory fields for full name, address, phone and etc. Why would I disclose this?

Regarding the sign... In fact we are still scratching our heads if we could park and pay in this place without permit and if stated contravention in PCN is correct or false. The ticket was displayed, so in case parking time was over and there is place is not for permit holders ONLY, contravention should be e.g. 'Parked after the expiry of paid time at a pay and display bay' in PCN. No doubt I will not challenge this PCN.
