Wapping bus gate, time limit to send nto

My son in law, hired a van and went through this bus gate 4 minutes after it kicked off, 16.04. 9th December. A week later he got an email from the hire company saying they had received the notice and had replied giving driver's details and saying they wanted 15 pounds off him for admin. They stated pay nothing until he received notification from the council. He has just received a contravention letter dated 1st April about this incident in December. I thought there surely had to be a time limit for when they could send notice. Can you guys please fill me in on his rights on how to tackle it. He lives in Wapping. Thank you for your help.

Yust a bit belt and braces do it before 4.30 pm else it could be considered served on the council the next day

I just checked, yes we can do online representation and will do it before 4.30. Well I will ensure my son in law does so under pain of death. lol

Online representation not email, so will we have to take a screenshot to show we sent it. There should be a pic of relevant parts

Trying to send this today but it says only the registered owner can make representations. So how could you fight it if not the registered owner. Help needed quickly please


Can I tick as driver being owner but put an addedum in appeal that my son in law was the driver not the owner. This would mean you have no access to appeal any ticket in a car that is not yours

The owner needs to make a representation as only the owner is liable for the PCN. However another person can make a representation on the owner's behalf if they have the owner's authorisation to do so.

If the car belongs to you but your son in law was driving, you make the representation in your own name and simply explain that he was driving.

Once again thank you for all your help. Tower Hamlets admitted they were wrong and cancelled the ticket. Your help is very much appreciated. You lot truly are an asset to the internet. Once again thank you for all your time and effort.

I will get a copy and post it as he has to send a copy to zip cars to prove the ticket was not valid as they were charging £15 to send his details to tower hamlets. Thanks for your input, much appreciated.
