I have received a parking charge notice from CEL at Gallagher's Retail Park. They note my car was parked for 15 mins beyond it's 3 hour limit.
I thought long and hard about contacting CEL, or not (based on this and other websites) but felt the car in question had a defence - the driver could not exit the park because of road closures in the surrounding area due to the Torch procession and that the car park itself was gridlocked for some time as people (who were probably not customers in the majority) sought to leave the park. I therefore chose to appeal. In response they state that "there is an option, which is clearly stated on our signage around the car park to pay for parking at a reduced rate rate before leaving the site. You did not avail yourself of this option". In fact I find no such signage at the park nor do the retailers I spoke to have any idea what CEL is on about. Nevertheless the fact remains the car was not able to exit the park largely because of circumstances outside the control of the driver (who has customer receipts but these appear to be meaningless). The General advice given here and within other sites is simple ... IGNORE private invoices.
You appealed and got a silly answer back but you still the option to IGNORE it and any letters from now on. |

Yes, unfortunately you may have attracted their attention and saved them the DVLA fee.

You mustn't confuse the parking companies with a proper business. There is no profit in accepting reasonable excuses for cancelling their invoices. Unless you get anything that look like proper legal documents just pop their letters in a draw and forget about them. They will make some pretty awful, but thankfully, meaningless threats and if you get worried just ask away here and you will get all the advice you need

Fell straight into the trap there. The PPCs rely on people feeling indignant and that they have to get one over them, and so send in an "appeal". All this does is save them the £2.50 DVLA fee, and also tags you as a mug to be pursued more than if you simply ignored them. Fortunately for you, ignoring them from now on will still likely end in the same result - them going away. Just may take a bit longer. |
