I received a PCN on 6th Oct from Merton Council but because it was raining so much and the ticket wasn't protected adequately it is totally unreadable.

I've emailed Merton council but they say there's a potential 15 day response time to emails. I'm happy to pay the ticket but want to pay the reduced amount and not once the fine has doubled.

Any advice gratefully received!

post the PCN here, go online and get the council photos post them also, if the PCN does not contain statutory info it fails

How do I post a photo? It tells me to enter the UPL but it's just a photo!

Make informal reps to the council, just say the PCN is illegible as it wasn't sealed in the plastic bag properly and it's water damaged.

I emailed them to say that but if, as they say there's a 15 day wait for a response, then it takes me over the 14 days to pay the reduced amount.

I wouldn't worry. There's now way they will enforce the full amount on this as you have no identifying info.

can't be made through the appeal system without a PCN number - OP can only email them as done.

Phone council, give them your reg number, ask for PCN number.
Then challenge online.

Is there anything I can do if they do decide to charge me the full amount. It was one of those situations where I paid Hammersmith and Fulham to park instead of Mertion on the phone! It was chucking it down with rain and I wasn't concentrating when it asked me if I wanted to park in my last location, I guess!

Any argument you have on payment comes down to did you make payment and were the signs clear enough or simply an error on your part.
But would do no harm, even if the latter to state you made payment and include a copy of the payment receipt from your phone, let them tell you that you made an error.
But your main point, add as an addition, is simply that the PCN was totally unreadable, that you even had to phone to get a PCN number before you could challenge, that you are not even sure why the PCN was served as it cannot be read and that the PCN fails to convey mandatory information so must be cancelled. Include a picture of it.
If a challenge is sent within the 14 day period, they must re-offer it, custom and practice even if not stated on the PCN.
