Hi,
In April last year I received a PCN from Civil Enforcement Ltd for my car overstaying in a Co-op petrol station car park in Northern Ireland. The PCN was forwarded to me by the car hire company. I wrote to CEL telling them I was not driving the car (which I wasn't) and that as I'm resident in Northern Ireland and the incident took place in Northern Ireland there was no keeper liability and they should take it up with the driver (who I did not name). Fast forward a year and I've now received a Debt Collection Notice for £190 from ZZPS. Its my understanding I should just ignore this. Am I completely correct in thinking as I've clearly already told them I was not driving at the time and I'm in Northern Ireland that they have absolutely no right to be trying to claim this from me? I have no problem ignoring them (or goading them if on strong enough ground!!) but want to be certain I'm right on this. Many thanks |

You're correct
The Protection of Freedoms Act that allows parking companies to recover payment from the registered keeper or hirer doesn't apply in Northern Ireland I would ignore everything short of an actual Letter Before Claim |
