Hi
Just received this 3 letters in one envelope to enforce PCN for my car Letters are from enforcement agents as Council couldn't deliver to my new address because after moving house I didn't change my address in dvla is this lost case or something can be done to reduce pain ?\ |

You need to post all dates for each PCN and the date you moved, and also what the PCNs are for and where.

Don't know exact PCN dates yet as couldn't reach traffic enforcement my wife thinks they will be for driving the bus line in January in Colchester high street The amounts match a bus lane. Can you see any dates, using the references, on the Council website? -------------------- |

Ok
After a few hours on the phone finally, know what this was about yes it's for driving on the bus line in Colchester this were three instances within three days in January When I was trying to find PNC number guy from the council advise to find PE2 and write that i move home so details were not updated in DVLA In his opinion, this would be enough to stop enforcement and return to the beginning now could someone help me with the statement? need to send this tomorrow to Traffic enforcement |

The man at the council is wrong. You need two forms (download here)
https://www.gov.uk/government/collections/t...nt-centre-forms The PE02 is not automatic, it can be challenged by the council and invariably they do. it will then be refused and will then cost money to put before a judge £100 on papers or £255 for a hearing. This is not recoverable. You need to get it right. What dates are the PCN's When did you move when did you update v5c what arrangements did you make for post -------------------- All advice is given freely. I have three notices PCN are dated 25.01.2018, 25.01.2018, and 27.01.2018 I moved several times since i bought my car but last time was 30.04.2018 - didn't update v5c -yet ..... - i arrange solicitor for tomorrow to sign statments 5 pounds per sign This post has been edited by czaka1: Tue, 16 Oct 2018 - 19:12 |

OP, you need to realise that your complete failure to update your V5C means you will have great difficulty overturning these notices. Updating the V5 for address changes is a legal duty that you have failed to do, in fact still have not updated it, so when the council oppose your Out-of-Time statement, what reason have you to explain this failure ? Nothing, I suspect. We see all too many OPs on this forum who have failed to update their V5s, and it is very very difficult to overcome this failure.
Did you update your driver licence ? Many people think this updates the V5, but it doesn't, but is a reasonable excuse, bearing in mind the DVLA covers driver licences and vehicle VED in the same building, As somebody once said to me, (memorably), "they all piss down the same drain, don't they". For me, the failure of DVLA to recognise linkage between licence address and vehicle registration address is a scandal, as it would be extremely easy to link the two databases and then provide notice to the user that a vehicle, (or a licence address) has been found on the other database that is the same as the one being updated, and request a response (yes/no) if the licence (or V5) needs to be updated as well.
