DVLA tax enforcement fine vs PCN

Just a question on untaxed vehicle fines. I know council PCNs need to be served within 28 days of an alleged offence, does the same apply to DVLA untaxed vehicle fines? If yes, I'll post up and try and dispute as my fine would be out of time, if no I'll carry on and pay the fine. I definitely did forget to tax and have paid impound fees and taxed the van since. My mistake, no argument there.

The DVLA cannot issue fines, it makes an offer to settle the matter out of court. If you decline, you will be simply prosecuted in the local Magistrates' Court for the original offence, at which point any previous paperwork issues become largely irrelevant. The minimum fine at court is usually £220 + £85 costs and it doesn't sound like you have a defence to the allegation, so there'd be no point in going to court in the first place.
