I've had 15 tickets for parking outside my house. it's a residential visitors car park and my deeds say I can park there.

I want to make a complaint to DVLA and BPA for their repeated requests for keeper registration without reasonable cause.

I believe that they have breached pofa and the code of practice, signs, creditor identification, etc, plus they are now issuing pcn's without a windscreen ticket when they previously had. They use the ANPR time frame for keeper details but there is no ANPR equipment on site and no wording of such in the signs.

appeals are place with the pcc but no popla code yet.
I would really like to take these parasites on, but need help in framing the complaint in such a way that it won't get ignored and has a good chance of getting sanctions applied for this repeated harassment. I don't want to give them any wriggle room and but need the help of more experienced than myself.

Anyone in here that could help me?

Its reasonable, not due....

As Nos says, the PPC should carry out reasonable diligence that the entity or person they are contracting with have the right to enter that contract, that's a pretty low bar in my opinion. However the MA are meant to be experts in property management and they know the bounds of the contracts etc, so they have a far higher bar. In addition once both entities are made aware they what they are doing is potentially unlawful they have a duty to take extra precautions to make sure that they are acting legally.

Reminds me of my run in with the local council who made a string of five errors they had to own up to publicly, basically doing nothing to follow their own procedures or the law.
