PCN from Hounslow council

Found PCN from Hounslow council on car, but the ticket machine was faulty and displayed out of service message. I have a picture of it.

Can I appeal? -only have 2 days left.

Was the bay also pay by phone?

Worth sending in reps on the broken m/c --with photos, but post up the PCN and GSV first.

Hi Mick, thanks for the reply. I think the pay machine may have been pay by phone also, but I cannot recall, if there is a way to check it, I can save myself a trip? There was no option to call as we did not have a mobile at the time however. That may not hold up though.

Pay by phone is an option as signed on the machines but the bay signs as of 2018 just say pay at machine. I would try a challenge saying machine was broken and signs say pay at machine. They will reoffer the discount.

What was reason for parking.

Clifton road - I can't make out side of machine very well:

Parking reason was visiting friends, we knew had to pay, but just assumed there would be no fine as the machine clearly displayed fault on the screen.

Parking enforcement have pic (attached) seems it was on the ticket machine. Any other angle I can appeal ?

Council are almost bound to reject as they will say you should have paid by phone. Someone must have had a phone where you were visiting and you could also have asked for a visitor's permit. But no ask no get.

It's worth checking if the Traffic Management Order has been updated to allow pay by phone parking, we've seen instances where the signs are put up but the order is never updated. If the signs still say pay & machine, odds are the order says the same thing.

Even if the order has been updated, there's an argument to be made that if you're allowed to pay by coins, it's up to the council to maintain the machine, you had the wherewithal to pay and it's the council's fault that you were unable to do so.

However you would have to take the case to the tribunal as the council will never accept, well, anything.
