Part one (background)
June 2018: > Paid for a crossing at exactly 00:00 (midnight), i.e. with no a second to spare. > Received a PCN/offer to pay late > Ignored it since I had already paid, I was quite sure > Received a full PCN > Appealed that I had in fact paid "by midnight" as required > Appeal accepted, PCN cancelled Part two (main story) February 2019: > Completely forgot to pay two crossings > Received a full PCN with no offer > Told that I can't receive the conventional warning offer, because this was my second time ^ > Appealed that the first PCN was withdrawn, so I should be given a blank slate > Appeal denied > Appealed via independent adjudicators laying out the same case (Yes I had technically "received" a PCN in the last, but it was cancelled, so I should be given the conventional first-offence warning this time around) > Authority pre-empted adjudicator decision and offered that I pay the original crossings only > Accepted |
