Hello Folks, I am new here so please forgive me if I may have made any mistakes in the post.
The Driver got a PCN today morning from Euro car parks. Details are as below. COMPANY - EURO CAR PARKS LOCATION-STAINES ROAD RETAIL CAR PARK-HOUNSLOW PCN DATE-02MAY2020 / SATURDAY PCN ISSUED - 08MAY2020 REASON- ENTERED PARKING BY 15.55 AND DEPARTED 17.45 There are only two stores inside which are Home Bargain and Halfords. The Driver has parked here hundreds of time in past 6 years to shop in Home Bargains. The first 90 mins are free but never utilized more then an hour so never got the ticket. On 2MAY2020, it was a busy Saturday and we know all stores are maintaining social distancing due to COVID-19. This never happened ever before but being as Saturday afternoon it was a long line outside the store which took the driver almost 40 mins to get inside the store, some 50 mins to shop again maintaining social distance in store and again a long queue to check out. Basically, exceeded the free parking time of 90 mins. The driver understands that he didn't obey the 90 mins window but its because of social distancing and was not his fault. Their 90 mins time frame is for normal days and they are still following the same during these hard times. My question is Is it a good idea to appeal and give excuse of COVID-19 social distancing. Any other alternative anybody can suggest. The driver would be grateful and thank all for your precious time. Hoping to receive some brilliant suggestions. Simple frustration of contract applies. The lockdown is Harvest Time for PPC's. Loads of really long queues all with abnormal waiting times to even get into a store, let alone do the shopping within it.
Anyway at this time, it's still worth posting the full PCN with the personal details redacted. The image in the earlier post didn't have any mention of PoFA and even though they are mostly pretty compliant they aren't always, like some of the recent ParkingEye PCN's I do hope you made no identification of the driver in the POPLA appeal.
