PCN and pay by RinGo, Any chance I can challenge this ticket?

Hi,
I parked on the street where all signs says Pay by Ringo and only one place where I parked said: Resident Permit Holder but there is another sign below as you can see on enclosed picture which wasn't clear so I took it as Pay by RinGo information.
I challenge this parking ticket twice though council website and I explained that I paid for parking using mobile app (picture was enclosed) and sign wasn't clear behind my car but other signs says clearly that I can pay by ringo. Now I received Notice to owner.

So I challenge this ticket on the same day 6/9/17 than got answer on 25/10/17 and the same day I challenge it again as I disagreed. That was by email. Now I received NTO from 29/12/2017.

I would be great full for any help.

In fact that faded sign was warning you not to park there - but maybe we can make a case that you were misled.
