UKCPS, Says “driver observed leaving site” Options

Parked my car on a retail park, within lines of bay., 2 hour limit
Quickly walked to a nearby business , could be argued this was off the site as they have another entrance but I didn’t want my car washed, needed to speak to a friend who was having her car valeted. ( tried calling, she’d left her phone at home)
Returned to main car park and went into one of the stores. Made a small purchase but must have refused a receipt as I paid cash. Went back to car, drove off. Do have a receipt from a nearby supermarket ( own car park) less than 2 hours later.
Received a parking notice saying I was observed leaving site ( can’t see anything about this on parking notice) and I walked back but this isn’t remarked on. Appealed heard nothing.
Now today final notice letter, £130. They say they sent an appeal refused email but nothing shows up in my spam or main email.
Any ideas ? I’m mid 60s not in great health and this is really stressing me. Thank you.

Get a pic of the signs on site if possible, and post it up here. A clear enough pic so we can read the small print.

Also, edit your post and remove any references as to who was driving. Refer to the driver as 'the driver'. Did the appeal you submitted reveal who was driving? On what points did you appeal?

What are the dates on the Parking Notice (Notice to Keeper?) that you've received? Date of incident, date of issue of parking notice, date received.
