Advice - NIP 4 weeks after offence Paid last year

I have 3 Points on my licence and just got another speeding ticket. I’ve only just noticed by looking on my first ticket letter dated 24/11/2018 that I got the letter 4 weeks after the offence. (Received the letter 24/12/2018 and the offence was 24/11/2018) , I paid the fine and took the points last year. Is there anyway to contact them and explain I’ve just noticed it was issued to me more than 14 days? Possible to remove points? Refund my £100?

...and there's probably a valid reason why it was issued outside the 14 days. (E.g. you aren’t the registered keeper)

You've accepted the Fixed Penalty Offer and paid the penalty. There is nothing to be done to revisit the matter now.

However, in case such a thing happens in future, were you the Registered Keeper of the vehicle (i.e. did you hold the V5C) and were all the details on it correct so that correspondence to you may not have been delayed? If so, had you recently bought the vehicle?
