I have a PCN which it appears I challenged, and the response went to my old address sometime in Feb, when I moved flats.
I just received the correspondence from my old flat yesterday and found a good amount of paperwork regarding a PCN. Any ideas? Also, any ideas on the validity of the ticket would help. |

I am about to send this. Ok? Not Ok ?
I was served with a PCN on 11 Jan. 2020 at which time I was living at [old address]. I was in the throes of moving house to [new address] which I completed on the 14 Feb. With so many other matters to deal with I did not make representations (what I thought was still a 'challenge') until 24 Feb when I moved to my new property. Little did I know that the authority had issued a NTO on 18 Feb using my DVLA address as it was at 11th Jan. This unfortunate sequence of events meant that the authority took my 'reps' as being formal confirmation that I had received the NTO, when in fact I had not as it had been delivered 10 days after I moved and sent the NOR to my now redundant address on 13th March, more than a month after I moved. Once these factors were in play nothing stopped the progress of enforcement with the authority believing I lived at [old address], and was acting like an ostrich in ignoring certificates, follow-up letters and the OfR, whereas I was living at [new address] waiting for an online response to my 'informal' reps or an NTO. This knowledge gap would have remained had I not been forwarded my mail form my old address into my new address. Having researched and obtained the above details from the authority on 25th Sept, it suggests that as they were still unaware of my current address, which I have now supplied, that the warrant being executed by the agents is still made out to the 'wrong' address. For the above reasons I respectfully request that my Witness Statement to the effect that I did not receive the NTO be accepted. |
