I received the attached PCN from Gloucestershire County Council today. I thought I was parked in part of the residents permit parking zone for which I have a permit. People often park in this space and as there are no double yellow lines it has never occurred to me I shouldn’t be parking here. I have seen posts while researching this that suggest that the council don’t have to have signs to say you can’t park in these areas but it seems odd to have double yellow lines ending right before the area you aren’t allowed to park. Do I have any basis to appeal?

Hmm, did you never wonder why those knobbly pink paving slabs are there ? They lead to a dropped kerb at either end and as per the PCN, it is an offence to block pedestrians from crossing the carriageway there. As this is Gloucester, the PCN is for "only" £70, in London it would be £130. Of course if you pay-up within the 14 days from service, the amount is reduced by half.
So unless the PCN contains fatal errors of content, (and I don't see any), it is maybe time to take this as a learning opportunity in Life's Rich Pageant and cough-up £35 ! |

IMO the PCN does not comply with regulation 3(2)(b) of the appeal regs. It only says that "further" representations must be made in the form and manner specified in the Notice to Owner, so if a motorist feels he has nothing to add there's nothing telling him he must make representations again against the NtO.
