Is the Samsung Galaxy S10 and approved Camera, Can a smart phone be used as evidence?

I received a PCN by post. I had stopped briefly on a double yellow as something had fallen from my car.

When I returned an enforcement officer had appeared. I got back in my car and drove off.

I received a ticket in the post. Posted that very same Saturday. I downloaded the photo and looked at the meta file.

The camera used was a Samsung SM-G973F. A camera phone.

I read that photos and videos need to be taken by a device approved by the Secretary of State. How do you know what devices are approved? Is this one?

I assume this is the officers personal phone. Are their GDPR implications of keeping a photo of my car on their personal phone?

If the photo was taken at the roadside by a CEO, then it doesn't need to be an approved device because the primary evidence is the officer's testimony, the photos are just corroboration and as a matter of law they're not actually required.

Many councils now equip CEOs with smartphones to take photos, we've seen this before and there's nothing unusual. It won't be the officer's personal phone.
