Hello!
There are at least another 2 recent topics on the forum from people receiving multiple PCNs at this location. I have been picking up my wife arriving from the tube station, stopping for a few seconds at the bus stop. It's a popular spot to do that and it looks like they have installed CCTV and changed from double line to one thick line just very recently. My guess is first days of November. I've stopped immediately stopping in this bus stop area, after receiving the first PCN, but I've still received PCNs for the days in between, coming to a total of 4 PCNs. Other posters have mentioned receiving a Warning Notice in the post, but I didn't receive that. Posting here below the 4 PCNs: PCN 1 (first page only) PCN 2 (first page only) PCN 3 (all pages) PCN 4 (first page only) Do you think there could be grounds to make representations? Some of my thoughts are: - CCTV and thick yellow line just recently installed - multiple PCNs for the same type of contravention in a short span of time. Are there any grounds for asking to pay for one and get the others cancelled? Any advice would be very welcome. Thank you very much! |

Thank you for your reply and for mentioning Mahabub Sumon v London Borough of Waltham Forest (2140263304, 07 July 2014). I was not aware of this case, but is looks very similar to mine. Do you think I can make a representation referring to this case? Most probably by sending them all together by post as a single case, as suggested by you on the other post two posts about contraventions in this same location.
I've been picking her up for the last 2 months, a few days a week. But I used to always stop on the double yellow line section just before the bus stop (as the bus stop used to be usually pretty busy with cars). Then the first days of November I noticed that there were less cars in the bus stop area but didn't notice the change from double yellow to thick single line and CCTV. So I occasionally stopped there, which generated these 4 PCNs. Do you think I'll have to take this all the way to the Adjudicator? Thank you very much! |

You best bet is likely to pay the first one at the discount and challenge the other three, but first show us the videos.

I would pay the first PCN at the discount and challenge the other three. Write a draft and put it on here, we'll proof-read it and add the necessary legal bits.

Unfair Issuance of PCNs
(PCN2 number) (PCN3 number) (PCN4 number) VRM (number plate) I am making representations against the PCNs listed above, on the grounds that they have all been issued for the same mistake made at the same location, over a span of a few days. The traffic signs at this location have been recently changed, which I didn’t notice until I got the PCNs in the mail. I feel that issuing 4 PCNs for the same mistake is disproportionate. Therefore I request the 4 PCNs to be treated as one. I have already paid for PCN1 (PCN1 number). I look forward to your early confirmation. Should I send this with proof of postage? I'll have to sent this in the next few days. Thank you! |

You need the emphasise that you were unaware of the restriction until you received the first PCN in the post many days after the alleged contravention. yet a further three had been issued before the date you received the first PCN.

Therefore I request the council take a proportionate approach, the council is under a duty to act fairly and not impose a penalty that is disproportionate or exorbitant. Furthermore, I have not committed the same contravention since I received the first PCN, therefore enforcement of the remaining three PCNs would serve no traffic management purpose. In light of the circumstances I have paid the first PCN number XXXXX and I request that the council cancel the remaining three. Sorry to hear that. It's a pain. Fortunately people on here are so kind with their help. Where are you doing the pick up now? The section just before the bus stop? I've just got the same letters for the same location as well, two of them..exact same situation, I've always used that location as a pick up point. I'll scan my pcns and post here too. Really cheeky how this has suddenly changed, people have used that area as a collection point since as long as I can remember. |

Hello!
I've sent the representations as discussed above, on the 01/12/2020. I've paid the first PCN and contested the others by paper letter sent with proof of postage. It has been now more than 2 months and I haven't heared from the Council. On the PCN it says they have 56 days to respond beginning with the date they receive the representations. I've checked online the status of my PCN and it still shows as existing. Any idea when can I consider this to be over/resolved? Thank you! |

What's the amount due according to the council website? Good news for me. When I click on "pay" on the council website, it says "There is no outstanding charge for this Penalty Charge Notice" for all of them. This makes me very happy. Thank you cp8759 for your help during this process! Cheers |
