Car deliberately stops so you have to stop in a yellow box junction

I have a quick questions.

If a car deliberately stops (even though there is space for them to move forward) which then means you have to stop in a yellow box junction, is there any ground of appealing this?

can I ask is this all I have to say to appeal

I am appealing on the basis that the PCN fails to provide the mandatory legal information.

or do I have to point everything out?
