PCN Code 83, Paid via RingGo but got VRN wrong

Full story and images below but I thought I'd give a brief summary:

Parked in a council off-street car park and attempted to pay by machine but was not accepting a payment. I was running late so used RingGo, however I hadn't updated my registration number correctly since changing car. I receive a PCN and challenged via the website. A letter was received rejecting the challenge but did confirm I made a payment, just to the wrong vehicle registration.

The notice to owner has now been received and would like some advise on what to say in my representations and if my ideas might hold sway, them being that (1) the council have acknowledged I made a payment for the parking session, (2) the terms and conditions of the car park mention you can pay via RingGo but my PCN is for '...not clearly displaying a valid pay & display ticket..." and (3) the terms and conditions of the car park don't mention I need to enter a registration number or indeed enter it correctly.

I park in a car park every Saturday morning to take 2 of my children to their swimming lesson which begins at 8:30. On 10 August, I attempted to pay at 1 of the 3 parking machines but the machine crashed when I attempted to pay. I could have walked across the car park to use another machine but was running late so I downloaded and paid via the RingGo app once I was inside the swimming centre.

I returned to the car to notice a PCN fixed to the windscreen, immediately dismissing it in my head knowing I had paid online (and had an e-mailed receipt).

I checked RingGo when I got home and realised that, whilst rushing to pay, I had failed to fully change the reg from my previous car to this one. The first 4 characters were correct but I had not changed the last 3 characters.

The next evening, I followed the instructions on the back of the PCN to challenge the charge, thinking that an incorrectly entered reg number would be a common occurrence and the council would rescind the ticket:

Challenge #1:

I received a letter that was dated 10 days letter rejecting my challenge. I note that paragraph 4 mentions that use of the car park is conditional upon payment being made and paragraph 5 confirms that a payment has been made (albeit for a different registration, a registration that I can't find any evidence actually exists). Paragraph 6 also notes that it is "the driver's responsibility to ensure... you make payment for the correct... vehicle registration", although this isn't mentioned on the teams and conditions on display in the car park.

I decided to use the online portal to make a second challenge, basically asking the council to reconsider seeing as they acknowledged I had made a payment.

Challenge #2:

I received a letter the next week, plus an identical one 12 days after that basically informing me they will not accept any further challenges and that I should wait for the notice to owner to make formal representations:

Almost a month later and I have now received the Notice to Owner which I share below. I would appreciate it if anyone could share experience/advise on if any of my ideas above would hold:

You've posted a pic of a load of girls instead of the back of the PCN.

We don't have Kington's enforcement policy but a lot of councils do exercise discretion for a first time mistake with Ringgo. It seems Kingston does not but now you've got the NTO you have nothing to lose by trying the fairness angle we often use but they don't have to accept it and an adjudicator won't consider it although will be sympathetic.

We should put pressure on them to disclose their enforcement policy.
