London congestion charge PCN!, Travelled from Newport to London |

Travelled to London from Newport on Saturday 25/07/20 to pick up my family that I dropped off to Ilford area a week earlier. The pick up destination was Pennington street somehow my family ended up there. On my journey I was genuinely lost at one point but not sure where that was exactly, as I was trying to follow my Sat Nav that kept recalculating because of one wrong turn and I do find London overwhelmingly difficult to drive compared to Newport. However the matter of truth is that I had no idea about the congestion charge in London anyway so even the signage that was put up wouldnt have meant anything to me anyway and I genuinely do not recall seeing “congestion charge” anywhere on my journey. Only sign I recall is Ultra Low Emission Zone I have attached a photo of the PCN and I would really appreciate your help in drawing up a draft to represent against this notice. Sorry - can't see you have any option but to pay the discount. A few weeks ago you would have been OK on Saturday but the zone now operates on weekends and up to 10pm.

I'm surprised you've not heard of the London congestion charge - it's been in place since 2003 and the zone was extended to the west and then taken back to the central area by Boris Johnson when he was mayor.

A question for the more knowledgable, what consultation and advertisment did TfL need to do to extend the congestion charge to weekends? How would a non local know that they had been changed?
To the OP, saying you didn't know about the Congestion Charge will not get you anywhere, however, there is a slim chance if you ask for a goodwill gesture on the fact that you are not local and were unaware of the extention to weekends. |

The extension to 10pm and to weekends was widely publicised and picked up by most news outlets when the CC was restarted after being suspended during lockdown. There was about 5 weeks notice.
It's a big one I realise but it's the same principle as always checking a parking sign when you park. Never assume it is the same as it was yesterday. |

I have heard of it sometime in the last 10 years, however it genuinely did not occur to me while I was driving to London to pick up my family.
I think I’ll put forward a request as Peodude stated, if it does get rejected then tfl will have to write to me again, I can at least justify the effort and time tfl put in for this £80 fine. I can’t belive how much money they are making from CC ULEZ and LEZ ? What’s next. Thank you all for your time and replies. |

A question for the more knowledgable, what consultation and advertisment did TfL need to do to extend the congestion charge to weekends? How would a non local know that they had been changed? To the OP, saying you didn't know about the Congestion Charge will not get you anywhere, however, there is a slim chance if you ask for a goodwill gesture on the fact that you are not local and were unaware of the extention to weekends. I submitted my representation on the very last day 16/08/20. Can’t remember exactly what I wrote to them but I thought I could log into tfl website and see my rep unfortunately can’t find anything there except saying PCN is invalid. It’s somewhere along these lines I submitted: Dear TFL, I had travelled to London to pick up my family from tower hamlets and I intentionally planned my journey on Saturday so that I don’t incur a CC. Being a non local living in Wales I was unaware of the extension operating on the weekends also. Thanks in advance for I would very much appreciate any gesture of goodwill and your understanding. Yours sincerely. I have received a reply and the rep was accepted. (What a wonderful feeling when you win a PCN by rep) Massive thank you to peodude for your last minute input. Thank you! Thank you to everyone here who have tried to help me as always this place is amazing because of amazing people here. |

The changes were only shown on my local news within the context of "tfl goes bust". I spend a few days a month in town for hospital treatment. For security I was collected last time. Usually train. There was no obvious signage as to the change and I was mildly annoyed to have to pay the extra when I had finally figured out a charge was due as a result of the new regime. Good job I thought "I wonder". Heaven help occasional visitors. Still I guess my community charge will go down next year with all the fines on the unsuspecting miscreants who stray into baths upcoming clean air zone. The proposed signage is far from obvious for any poor visitor who may move off the A4/A36 route. |

How do you get a copy of your representation once you click sent as I to have no record of mine either when you follow up online and cant recall what was stated. in Hindsight Should have copied pasted it and stored it. I live near Heathrow and heard various articles about congestions charges but never took it in as I never had any intention of driving in London. I got mine trying to cross the river South and mayhem at all the bridges and after Battersea bridge standstill headed for Vauxhall Bridge which was closed so proceeded to Lamberti Bridge after seeing No Charge signs displayed at Vauxhall bridge but got 2 PCN at Kennington Rd heading South. They have rejected my representation on line but not yet received as this too is not displayed when you log in. . |

Driver was unaware they had entered the congestion charge zone, nonetheless as it was a Sunday they thought that there would be no charge to pay and did not know that new operating hours were in place. PCN shows driver exiting via Bath Street on 9 August. Having viewed images on google maps I am unable to find anything that resembles an zone end sign or warning to pay. They suspect they entered via Dingley Road and, again having viewed google maps, there are signs indicating entrance to the congestion charge zone, however they are labeled Mon - Fri 7 am - 6 pm. I am unsure whether this has been updated given the change in operating hours. Are there grounds for appeal on the basis that the exit has not been adequately signed? From my understanding when they changes were first brought in TFL allowed a grace period, and we are now past that, however due to the lock down it had been months since the driver had been anywhere near the congestion charge zone and all they had to go on was knowledge from the past years that there is no congestion charge on the weekend. They feel like there was not sufficient broadcasting of the changes, and had they been aware they would have taken measures to avoid congestion charge zone or ensured charge was paid. Given current circumstances £80 is a large hit to take and substantially more than the £15 charge, which may have been avoided if exits were clearly labeled and the changes been sufficiently advertised. Any other suggestions for grounds of appeal would be greatly appreciated. Thanks. Challenge them. I drove through on 2nd & 8th Aug. I drive into London weekends to visit my son. My wife had received a PCN for travelling in CC zone last bank holiday. After reading this post and a few others on this site, I filed a representation on the basis that being from outer London, although I was aware of the CC, I was not aware of the recent changes which made it applicable on weekends and bank holidays as well. Although I haven't received any email yet, when I look at the TFL website the status of the PCN is showing as cancelled. Thanks very much for all your help. |
