A conumdrum, Who does control the parking?

In Bracknell there are several estates that were built by the Development corporation which the transferred them to the Council.
These hoses has garages in blocks away from the main premises and some have been sold off ( not sure if leasehold or freehold)

A notice has appeared from one of our friendly firms laying down their law about parking etc

As there are other notices from the council about parking on verges ,and some of these garages are still rented out by the council. Who took the decision to outsource the parking regulations? Could the council do it ?

Just puzzled thats all

Only the landholder can employ them, the communal areas between the garages could still under the control of the Development corporation or the council (but not under the highways department), and yes the council can do it unless it comes under highways.
