I recieved a pcn notice which showed observed from and to times and issue time the same. I was parked across a dropped kerb that my neighbour had put in so that he could park his car in his back garden. The 'drive' has never been used as the gates when opened impeded the pavement. The car would be too long once on the drive to close the gates and would also overhang the pavement. Due to the narrowing of the road he would also not have enough room to swing into the 'drive' when other cars are parked either side of the 'drive's. He put notices up 'no parking in use 24hrs' but has sealed the gates on the inside therefore null and voiding the drop kerb as a drive. I have parked here on many occasions and even spoke to CEO as he was ticketing a car opposite which was parked on a dropped kerb but had a white line across it and he said as I wasn't impeding anyone getting on the public highway it was fine unless the home owner complained. The owner has now moved away to another location and I am unsure if the house is occupied or not. Do I pay the notice or appeal using these points. Help would be great

It's likely the new owner has complained. Could be used for a motorbike. Could be worth knocking on door and asking. Or maybe a zealous new CEO.
