Today, a friend of mine received a parking ticket from UK Parking Control.
Here is an account of what happened. Car park is a small underground space which is not very well lit. Used to belong to a supermarket but now is privately owned. There are bays but at least 8 are sectioned off due to damage and there are some spaces that have been squashed into a corner. Disabled bays used by anyone and it's quite dark to see the markings. As you enter the car park there is enough space for two cars which doesn't obstruct anything. This area is used frequently and there was a taxi driver who said my friend would be fine. My friend checked the walls and there were no clear posters or wording to say DO NOT PARK etc. My friend phoned the number which was clear and paid for three hours. The ticket says that the attendant had reasonable cause to believe my friend had not parked correctly within the markings of a bay or space but there were no markings to park within but no notice to say don't park here either. Further Update
Today, my friend received a reply letter to their appeal from UKPC. https://ibb.co/zXGhz7w His issues are as follows 1. He sent the reply via the online appeal form on 23.02.19 and also received an email receipt as acknowledgement of this. Although the letter is dated 27.03.19 he has only received it today (30.03.19) This is exactly 35 days from the receipt of his appeal, but if you count the 23.02.19 as day 1 then they are a day late with their reply. 2. The reply does not acknowledge as per my appeal that the NTD does not match the NTK. Any advice on how to deal with this is appreciated |

They've realised that they have lost and cannot proceed against the keeper so are being sneaky and trying to get the identity of the driver. (I wonder how many people fall for that?).
File it and sit tight until the next missive. |

No. They are required to offer a POPLA code without being asked. So far, they are failing in their obligations and you don't want to remind them of that! Wait for their next communication, then come back here for further consideration.

ok its been nearly a month since my friend last heard anything. Is it safe to say they've realised their error in trying to pursue this? Or is it common for UKPC to take this long in following up on the case?
