In the same way that narrowing the lane with a white line on the left has been proven to work I guess.....
I've passed others like these in the past, can't say for certain where, I used to drive 60 to 70k miles a year but they do work... For a while
You do, or I did, slow down for them as they look like a speed bump, even from a close distance, but I imagine the regulars on the route will soon learn where the fake ones are and ignore them quite quickly.
Then some dingbat will assume that the speed bump coming up is a false one and lose some of his exhaust etc.
