So I received a PCN from my council for parking to collect my son from his after school club. The clock in my car said it was past 4:30 so I parked thinking I was outside of restricted parking times but have now received PCN with time stamp of (16:29:54.012) just under 6 seconds from time when restrictions lift 16:30

Thanks All the Council have accepted the submissions made and cancelled the ticket so common sense prevailed. Many thanks all those that took the time to give input in what grounds the appeal should be submitted.
Interestingly their decision letter states that restrictions are in place from 8am until 6pm which isn't what the signed restrictions say currently unless they are planning on changing the blackout times. Bedford Council seems to have a major push on installing camera based traffic penalty systems across the town in the last 12 months. I'm guessing they see an overflowing cash cow that needs milking.
