The DCA has just (December 20th 2006) launched The UK Statute Law Database.

In theory, this give the populous easy access to all current statute in its current form - e.g. s.172 RTA 1988 is the "inserted by s.21 RTA 1991" version, not the repealed 1988 version found on OPSI.
Pre 1988 legislation such as the Road Traffic Regulation Act 1984 is also available.
N.B. The Road Traffic Offenders Act 1988 gives the following message "This Act is not yet available on the SLD website. It will be loaded as soon as possible. The attributes appearing below do not necessarily reflect the actual commencement or extent position. For further information, please contact the SPO Helpdesk at" - so it's not all there yet.
