Portland Street Manchester - bus gate PCN

I have received a PCN as my car was allegedly driven through a bus gate on Portland Street in Manchester.

The driver entered Portland Street from New York Street and followed the road around. Looking on Google Maps, it is clear that as you approach Portland Street there is a big white left-turn arrow painted in the left-hand lane, clearly implying that it is possible to turn left there.

After turning left, the driver stayed in what they believed to be their lane and continued driving. All of a sudden, they saw the "No vehicles" sign, but by this point it was too late to do anything about it.

I have watched the video of the alleged contravention on https://viewmypcn.co.uk/view.aspx and it shows how the driver applies the brakes literally a fraction of a second before going through the bus gate. There were no pedestrians or other traffic ahead of the car and therefore no need whatsoever to apply the bakes at this moment in time. My only interpretation of this is that, on seeing the sign, the driver momentarily started braking before realising it was too late to do anything about it. The moment the brake lights come on is undoubtably a few fractions of a second after the driver saw the sign, as the brain would have needed time to process the sign and switch to the brake pedal.

I understand from reading other threads on this forum that the adjudicators have previously visited this site and deemed the signage to be sufficient. In the case under discussion, the driver has acknowledged seeing the sign, but only saw it when it was too late to do anything about it; this fact seems to be corroborated by the fact the driver braked at precisely the moment of the alleged contravention for no other apparent reason. So the issue here is more about unclear signage on the lead up to the bus gate, especially when approached from New York Street. If drivers are expected to turn right IMMEDIATELY after entering Portland Street, why the white left-turn arrow? And why aren't there lane lines painted on the road to lead drivers into the "Turn right" lane? It seems to be set up to trap people into committing this mistake.

Any advice on how to appeal this would be greatly appreciated. Thanks!

I don't need the video it is clear from the photo on the PCN. the main signs are correct and very clear and the road layout is clear as to what you need to do and there is advance warning on New York st

Sure, when you zoom in on it like that it looks pretty obvious, but I'd love someone to do an experiment and send 1000 drivers down New York Street and see how many of them notice the tiny "No vehicles" sign 3 metres off the ground on the right hand side when they are turning left, and faced with a massive white left-turn arrow in front of them, not to mention staying aware of surrounding traffic and pedestrians.
