new mot but garage is no repair garage, ie a council test centre

With the new rules, what happens if the vehicle receives a dangerous fail. The Council MOT centre do not do repairs, does that mean that the vehicle will then require low loading away? How can the Council MOT tester then verify that the dangerous fail has been repaired IMMEDIATELY? Because clearly the vehicle will have needed to leave the MOT centre

I wonder who decided that the items, particularly those in red wouldn't be considered a major or even dangerous?

If the fluid levels are that low, it could lead to brake or power steering failure. Brake fluid cap missing can lead to increase contamination .
