Are the paper only licences still valid?
I have a friend who is trying to exchange his paper licence valid till age 70 for an EU licence outside the UK. They are refusing to recognise the paper licence saying they will only accept the photocard. Problem is he can't renew in the UK due to the lack of an address due to being outside the UK for 20 odd years. My question is are the paper licences still valid to drive on in the UK? Was there a cut off date for hold outs to exchange by? |

Hope they are, I still got one and no intention of changing it unless I have to.
Not sure how your mate can overcome the obstacle, who is refusing to accept ?? |

Absolutely still valid. My wife and I are both still on paper and used them to hire a car in the US last year.

He might try applying for a replacement UK photocard based on his current License.

He can't get anything from DVLA due to the lack of a UK address. |

He is being refused by the Bürgeramt of Berlin. They reckon the paper licences ceased to be valid some years ago. He can't get anything from DVLA due to the lack of a UK address. From https://www.gov.uk/exchange-paper-driving-licence (my emphasis) "Exchange your paper driving licence for a photocard licence You must get a new licence if: you change your address your licence has been defaced, lost, stolen or destroyed you change your name (you must apply by post using paper form D1 or D2) you’re getting a Driver Certificate of Professional Competence (CPC) driver qualification card (DQC) If none of these apply and your paper licence is still valid, you don’t need to exchange it for a photocard version." What address is on the licence ?
His old UK one by any chance ? |

I’d suggest they’re in breach of EU regulations, there is no doubt it is still valid.

It worked in Ireland without any problems, my wife has just changed her paper GB licence and now has an Irish photo card one.

I still have the old paper licence, you can view or create a link to share your licence info on the .gov site. I'm sure if it wasn't valid it would say so there. www.gov.uk/view-driving-licence |
