Received OFR without owning vehicle (renteded 5 months ago)

Hi, need some quick advise here.

I rented a vehicle for a few weeks between August and September. I received an OFR dated 10/01/2018 (I was away for two weeks just got back) for parking in SE1 but no other details provided. I have not received any other mail from the TFL regarding this. I contacted the rental firm who were completely unhelpful. I keep getting the run around "someone will contact you in a few days"

The problem is, why was the OFR sent to me? I am not the registered keeper of the vehicle. It is the vehicle owners / rental firms responsibility to pay any parking tickets etc (by law anyway) This is also in the contract I signed with them (I have been billed by them for bus lane tickets before, they charge an admin fee on top) so what exactly happened here?

Do I fill it out as "I did not receive the original PCN?" but as I am not the registered keeper of the vehicle, I don't think thats the right thing to do.

What is the best course of action?
