I have a current issue with UKPC whereby I tried to appeal a parking notice letter I received from them. This letter received did not make mention of any previous letter sent so I took it that I had 28 days to appeal. To my surprise on trying to appeal I was told I could not as the 28 had lapsed. The reason given was that a previous letter was sent to me. This letter not received by me triggered the count of the 28 days. I have a feeling this letter was never sent and they might have done this to cut out my appeal that might end up with Popla. Does anyone have a similar experience? Any advice will be greatly appreciated.

In your appeal did you reveal who was driving at the time of the incident?

Did their response include a POPLA code?

A lot of these notices go missing. Make of that what you will.

Not unusual

Some of us suspect that, if UKPC (and other companies) realises it's failed to meet the 14 days deadline to deliver a Notice to Keeper, it sends the second letter and, if challenged, claims it's a reminder.

I would send them a blunt reply:

Dear Sir

Ref ****

I note your refusal to consider my appeal and the explanation that your letter was not the Notice to Keeper but a reminder

If the Notice had arrived I would have appealed it

The fact remains, however, that it was not delivered in accordance with the requirements of Protection of Freedoms Act
You have therefore never acquired any right to recover payment from me as the registered keeper

As you have chosen not to provide access to the BPA appeals procedure, including POPLA that might have supported your position, the matter is closed

This is CRUCIAL.
Did you try and appeal online and it wouldn't let you submit it
Did you try and appeal online and submit it and then were told it was too late
Did you appeal via a letter?

In other words have UKPC actually seen your appeal and if so do they know who was driving from it. YES or NO answer (I don't want to know who may have been driving), NEVER (as in never ever) give away the driver ID, not in an appeal and not on here (which UKPC can read, print and use as evidence).

I appealed as the registered keeper

No POPLA code given. Told I am not entitled to appeal anymore and case is with debt recovery plus limited
