Salford - PCN for overstaying

I received a PCN on Cleminson street for overstaying. It was a 3 hours parking section and I got a ticket 10 minutes after the 3 hours elapsed. I wonder whether is still possible to use the grace period as a ground for appeal?
Furthermore, some pictures shows sign being slightly covered by leafs, is this a reasonable ground?


I just asked them for evidence in my informal appeal and here is what I got back

grace period is still in play until the expiry of the ten minutes not during the 10th minute so should not have issued a PCN til start of the 11th minute

Without the seconds we don't know either way whether its within 10m or outside.

There are no seconds so how can we use grace period as a ground?
I can't find my PCN, it was all soggy and I left it to dry but forgot where it was.
I'll try to find it later on when I get back home.

Touch and go on the grace period but IMO it should count.
CEO observed the vehicle and issued inside the 10 minutes (should have waited a minute) so served the PCN before they could lawfully and before they could be sure it had expired.
But, an adjudicator being fussy may take the view that as the vehicle was there at 11.13 it was there at least a minute before therefore on balance, lawfully served.

Sign is clear enough.
Let's see PCN and challenge so we can see if anything else comes forward.

If you do decide to go all the way, I would opt for decision on papers.
I would not want an adjudicator asking me "What time did you park?"
