This will be as brief as possible.
A driver was travelling from Scotland to England and around midnight had to stop at a services station as they were too tired to continue driving. The driver fell asleep in a car park, waking up around 4am. The journey continued with the driver feeling better able to drive; the responsible thing was done. Parking Eye have recently sent notice of a 100 pounds parking charge, which was a big shock. On arriving at the car park, no notice was seen whatsoever offering any advice on parking rules. Had they been seen, the driver would not have stayed. The parking charge notice was sent to a UK address at which the driver does not live but used to get the registration papers, when the car was bought. The DVLA require all cars to be 'exported' because the registered keeper does not live in The UK. Research has been done into Parking Eye and their charges and there are conflicting opinions on whether to pay up or fight it. The driver's instinct is to fight but the person who lives at the address where the car was registered is afraid of the charge not being paid and it somehow affecting them and/or their address. POFA, and keeper liability, only applies to England and Wales. POPLA can be used in other areas.

But what would be in that appeal? PE normally get things correct, the best way out is name the driver with address abroad.
Probably the letter naming the driver from that address abroad |
