So take that image down and repost with details like the PCN number removed. Post up the reverse as well

Is this a hire or lease car? If it is dod you get copies of the lease agreement and ocopy of the original PCN to the lease company?

No need for your copy of the rental agreement. Did the Parking Company send you a copy of the rental agreement and the Notice to Keeper with their name on? They are required to do this to be able to holdthe hirer liable.

It would have been nice to have the dates but nevertheless if you didn't get a copy of the lease agreement and the original NTK to the lease company here's your appeal:

Sirs

Ref PCN xxxxx VRM yyyyyy

I am the hirer/keeper of the above vehicle and am in receipt of the PCN you issued. I have no liability on this matter as you have failed to meet the requirements of Schedule 4 of The Protection of Freedoms Act 2012 namely, but not limited to, failing to supply the additional documents mandated by section 14 (2) (a) of the Act. You cannot therefore transfer liability from the driver at the time to me, the hirer keeper..

There is no legal requirement to identify the driver at the time and I will not be doing so.

Any further communication with me on this matter, apart from confirmation of no further action and my details being removed from your records, will be considered vexatious and harassment. This includes communication from any Debt Collection companies you care to instruct.

Yours etc.

Either by first class post with a free certificate of posting from any post office or use the webpage given but take screen shots of each page you complete and send. Take care to identify yourself as the keeper. Alt + PrtScrn copies the active window.

As this is IPC then don't appeal to the IAS when your appeal is rejected. The IAS will also reject any appeals. Ignore anything until you get a Letter before Claim or a Claim form from the courts.

The appeal was for you. The comment about hijacking was for VL21. Hijacking causes confusion in threads and wrong advice given.
