Need to transfer a registered keeper of a vehicle from one family member to another, however, that seems to involve paying twice for one month of vehicle tax.

If the existing RK declares a SORN and then submits this form, on the final day of the month:

https://www.buysellvehicle.service.gov.uk/s.../vehicle-lookup

Then the new RK taxes the vehicle using the V5C/2 (green slip) on the first day of the following month:

https://vehicletax.service.gov.uk/

Would this safely avoid paying twice in one month? The vehicle would of course not be used or on a public road while the SORN is in force.

AFAIK the SORN applies from date of declaration, so if declared within or at end of month any rebates will only cover the months ahead, not the current month.

I can't see why it wouldn't work. I didn't see both sides but that's what I did when I sold my motorcycle, delivered it on the last day of the month, then when I went home I SORNed it online before doing the change of keeper for the 1st of the following month. The way I was looking at it there's one day during which we were both registered keepers since they go only by date and not by time. So change of keeper needs to be on the 1st otherwise he'd be liable for the previous month's tax.

Perfectly lawful as long as done correctly.
Present RK declares SORN before end of month, ensures vehicle is off road, not on public highway.
After beginning of month, present RK tells DVLA vehicle sold and gives new RK details.
New RK taxes it, which will be from 1st of month.
Vehicle only has to be on SORN and off road for 2 minutes though I would recommend a little leeway in timing.
All can be done online BTW, don't rely on post or DVLA handling it in good time.
Exactly this happened when my youngest bought her first car last year though TBH, neither seller or her were bothered about 1 months tax...less then 3 quid for that car.

Or just not bother with the SORN as the DVLA are fairly open about giving a few days grace.

I only say that because I would trust my four year old to look after an open bag of Haribo more than I would trust the DVLA not to do them the wrong way round, cancel the new tax, clamp your car, and then blame you not presciently anticipating the acknowledgement letters. They seem to struggle enough with a straightforward SORN.

Another good reason to do it online...at least there is then a trail that can be used if DVLA muck it up.

And don't forget that is tax doesn't run out at end of month, you must sorn before else they will not credit the next months tax back.

Don't they credit from the postmark date on the envelope of the V5C?

So you "sell" it on the last day of the month.

Go to the Post Office next day and buy car tax for this month with the green slip. No SORN required.

When there has been ambiguity the Post Office have always asked me when I want the tax from.

You are still relying on post and DVLA processing in the right order.
Do it online, absolutely no hassle and no chance of a c0ck up that cannot be resolved.
You get an instant page saying what you have done and giving a reference plus email confirmation... screenshot (time/date stamped photo) the confirmation pages, keep the emails safe...bombproof.

Not saying not SORNing will not work but for what it takes online, why not do it and be 100% ?

I thought about not bothering with the SORN, but wasn't sure if it would request that the new keeper pay tax from the date of the change (i.e. last day of previous month).

Unless anyone has tried that for sure, I'll go with DancingDad's post - declare SORN late on the final day of month, then on the 1st notify online that the keeper has changed, then the new keeper can tax it the same day.

This won't work - message from DVLA website upon making a SORN (no post office in the vicinity):

By making a SORN, you confirm that your vehicle will remain untaxed and it will be kept off the road until you re-tax it.

Once a SORN is made, you will not be able to transact online for 5 days. The vehicle can be taxed at the Post Office during this period.
