Cobbled backstreets and council responsibilities

Hi Guys,

I have a concern.

I live in the lancashire area, back of the houses have cobbled streets, but not the nice and neat type. Dirty and quite uneven. Kids can’t play around the back and even tho we try and keep the back of our house tidy it still looks unpleasant.

Do we have a legal right to any claim to make them fix it?

In some areas they tarmac’d the back streets and put gates on either side for safety that would be the ideal result.
