Templated response for Luton Borough Council, the best I've seen so far and the last paragraph made me smile
Reply to “Upon Proof of Claim” letters I note your representation/challenge has not mentioned the circumstances surrounding the issue of this PCN. You have instead raised a number of points, which have no bearing on or any relevance to the statutory process in place to deal with this Penalty Charge Notice. (Include if it has bit about allegations of criminal conduct) It is clear that you are not familiar with current legislation as you seem to be under the impression that this office has “made allegations of criminal conduct” against you. I can confirm that a Penalty Charge Notice is issued as a “Civil Offence” and therefore is not “Criminal Offence”. Whilst I may enjoy the challenge of proving some of the points you have raised, The Traffic Management Act 2004 does not require me to do so. I kindly decline your offer, and suggest you familiarise yourself with the statutory process as outlined in the Traffic Management Act 2004. That has to be a hoax, no-one who works in council parking departments has a sense of humour!
