Scapping a car - regs, Photo ID?

Hello, I took my car to scrap yard yesterday. It has 6 months tax remaining and I wanted to sort it before end of the month. However, I was told they couldn't issue a 'certificate of destruction' without photo I/D. My driving license is an old style paper one with no photo. My passport date expired and I have not yet renewed it (long story, but obviously I cannot get a new one quickly). So it seems that I cannot scrap the car. I can provide utility bills etc to prove address and have all the car & insurance documents up to date. Are there any options to scrap vehicles for those without photo I/D? Any advice much appreciated.

Will they not accept the expired passport? Its still you in the photo. Unless you look significantly different it might be worth asking them at least.

Unfortunately the scrapyard is correct, which leaves you a bit stuffed for now. For the purposes of The Scrap Metal Dealers Act 2013, Statutory Instrument 2276/2013 sets out the documents and information the scrap dealer must see (and copy) for verification of the name and address of the person scrapping the car, and those requirements include a form of valid photo ID. If getting your passport renewed quickly is a problem, perhaps the easiest thing to do is convert your drivers licence to a photocard one; they seem to be processed pretty quickly?

The easiest way is change the owner of the vehicle.That way theres no costs.If the vehicle is sorned,it will need to be sorned again but i believe all can be done online and wont take long.

If it's going on a trailer then I agree, he could change the keeper to someone who can produce photo ID (although I'm not sure if the change of keeper slip would be accepted rather than having to wait for a full V5C). If it's being driven there then tax and insurance become a pain.

Drop about 4 cars a year into the local scrap dealers on a trailer with just the change of keeper slip (Son often needs replacement panels/bumpers for his race car)

Just show my licence and get the COD.

Other option for the OP is to ring one of the local companies that will collect from your house, can explain about the ID on the phone.

Make sure you get them to fill the proper paperwork out.

Thanks for the suggestions guys. The car was working - just didn't need it anymore. It only had few weeks of MOT left, so not worth much.

Interesting outcome today. I drove it to one of the large online resellers to the motor trade. I took a friend along all ready to transfer the reg keeper if necessary. However, in the event they just wanted to see my passport photo and a utility bill in order to process the paperwork. They even notified DVLA there and then so I would get tax refund from 1st Sept. What a difference! I think the subtle point is that they are not a scrap yard - they actually bought the car from me so there was no CoD (although I suspect they will decide to scrap it later). The whole process was very straight forward after some initial form filling online. Payment is to be by bank transfer next week, so fingers crossed for that!

I have enquired into this issue and as far as I understand it, a person dealing with the disposal at the time, e.g. a friend or family member, can supply the dealer with a photo ID and proof of address so as to satisfy the Act, and in order to satisfy the dealer the owner could provide proof of ownership (if wanted). In other words, an owner without a photo ID can enlist the help of someone with one.
