Hi all, have a council PCN and wondered your opinions:
Went to a 17:10 doctors appointment. Parking was paid for by Ringo app twice, first at 16:40 which was due to expire at 17:18, when they were running late i topped up again (before the current expired) until 17:34. I have screenshots of text from Ringo to prove this. I was then in the appointment. Was parked legally within a dual residents OR pay and display bay and within the lines etc, signage said charging until 6pm. Emerged right after appointment to find a PCN had been issued at 17:45 with no sign of the issuer.. Shot of PCN is attached. I find this incredibly unfair and wondering if there is a grace period or your advice going forward. I always pay for parking via the app and this is frustrating. Kind regards. The grace period is 10 minutes so it looks like the CEO waited until the 11th minute to issue the PCN.
So sadly this looks like you're out of luck, or rather, been a bit daft - expecting a doctor's appointment to run on time is madness (for which you need your head examining). So basically, you didn't buy enough parking time, and got a PCN. There is a 10 minute grace period before a PCN can be issued, but you returned well after this to find a PCN had been issued 11 minutes after your parking time expired. Essentially you are bang-to-rights unless the PCN contains fatal errors of content. Even if it does, the council won't accept this, so you have to go to London Tribunals to test the matter with the full PCN penalty in play, the discount option will be long gone.

There are no known flaws in Royal Borough of Richmond upon Thames PCNs.
