No Right Turn E4 Old Church Road/Priory Avenue - Any advice please, No Right Turn E4 in restricted time between 7.30 to 9.30

I have taken the prohibited Right turn on Old Church Road to Priory Avenue within the restricted time, failing to take notice of the Signage before I committed the right turn; however,
I have also realised that there are reasons why I missed the Signage (No-Right-Turn between 7.30-9.30), and that I have mitigating circumstances.

1.From the Driver’s view point : The road is curved as well as being a 10% slope. Signage was not visible from the Driver’s viewpoint because of the cars in front.
The right turn junction into Priory Road is located immediately after a brow of hill.
Because the sign is a lot lower than the Driver’s view point , when car or bus is in front of me, I cannot see the sign until you are as close as less than 30 meters away from the Signage, at which point my attention is needed to slow down, checking rear-view mirror making sure that cars behind me slow down from the hilltop since they wouldn’t see me slowing down form the other side of the hilltop.
2, the signage is a new one: the No-Right Turn ( between 7.30-930) sign was not there when I first establish my morning routine last year ( Google map still shows the junction has no Signage) because of the reasons that the turn is hazardous and not easy to notice the restricted time information,
I have been driving every morning without seeing the signage.

I have received 8 PCN letters with the same regard dated between 31 Oct - 8 Nov. and am anticipating more letters since the first letter I received was on 13 Nov showing the record of 29th Oct. Until i received the first one on 13 Oct I drove the same route every morning. I wouldn't have gone back to that right turn again if the PCN reached me sooner.

I have sent the letters of Representation via email, and waiting to hear from the council.
If my representation is rejected, (I won't be able to afford to pay these successive charges)would I have to proceed to the tribunal, how possible would it be to win if proceed to tribunal? any advice or experience would be appreciated.

Yes, you need to get this out of completed cases and into the right forum. Click on Report Post and ask a mod to move it to the Council/decriminialsed section
