I can't even begin to imagine the success rate of the appeals that the recipients have been advised to submit.

If you read the article the first the person interviewed knew was from Trace, so possibly an out of date V5c address.

Having spoken to somebody with insider knowledge none of the patients received a ticket from G24. The landlord has a contract with G24 not the surgery. The surgery have contact with G24 and usually in the circumstances would advise G24 in advance if this sort of situation was going to arise (Screening clinic). It seems that somehow G24 bypassed the ticketing stage on this occasion and went straight to debt collection.
