LT PCN Red Route Parking Bay, Parking Bay out of hours

I received a PCN for parking in a Red Route bay. There seems to be no evidence that my car was in a restricted bay,as one can see from the 4 photos that are available online. There is a photo of of my car seemingly in a bay; there is a photo of a sign that limits hours for parking. There is no photo of my car in a bay covered by this or any other sign. The photos state that there are taken from a network camera but are from opposite ends of the vehicle

In addition, there is no Contravention code on the PCN, which is quite minimalist. I thought that this was a requirement. It states only that the officer, who is seen on the photo, I believe, on the opposite side of the road, had 'reasonable cause to believe that the vehicle was Stopped where prohibited'. This seems unacceptedly vague in legal terms

There is no mention of an observation period. There is no mention of loading on the sign

Is there any bais on which I could mount an appeal?

How do you go from 'Right, so you need to send a copy of your representation' to ' I have today received a Charge Certificate' without any reference to complying with the adjudicator's directions set out in their letter of 11 March?
