Please advise on the attached picture showing a white Eastleigh Council an infront of their small post mount restricted zone notice which appertains to the area behind it but they say includes the MotoGuzzi which they got out of the van and code 1 ticketed. There is no sign around the bike the closest being the one pictured. I didnt know what a restricted zone was but now know that the council removes the yellow line we all recognises then call the town center a restricted zone with signs not infront or near the alledged offending vehicle but the council hypocrites are exempt in pursuant of their duties.

That is the main Council photo I challenged the PCN on the grounds that there were no markings notices infront, behind or adjacent to the bike. I asked for the photos and the one you see shows the nearest restricted notice behind the Eastliegh parking warden van. Here is the are 2 more council pic but the sign/post closer up is not near the bike but infront of the pedestrian area behind the van. Will post the PCN but that is probably in order. If the sign is deemed close enough, big enough then I'm in trouble.

We don't have PCN, GSV or location but I'm guessing we'll find entry point signs to that zone

You can show us or not your choice, but to give meaningful advice these are the things we ask for in the first instance.

If you click on the map and drag to the rh side to see the town center band stand above the swan center ieigh road is there off the A335. The warden said there were restricted zone signs at the start on liegh road and the repeater are on one side the other bike side and marked parking bays up til the end where the bike is then the road turns a right angle south. Trying to provide the info. If a council an rely on repeaters as pictured that are not near you, on your side of the road then a lot of people get caught if you were use to yellow lines.

restricted parking zone starts here

https://www.google.co.uk/maps/@50.9699137,-...6384!8i8192

this allows the council to dispense with yellow lines

zone ends here

https://www.google.co.uk/maps/@50.9693845,-...6384!8i8192

so basically you are bang to rights. there may be errors in the PCN. Who knows

My understanding is the PCN was served to the bike, so it was kosher. CCTV enforcement with a postal PCN would have been illegal, of course.

OP, let's cut to the chase.

You parked and secured your motor vehicle, in this case a motor cycle, in an area reserved for and with facilities for securing PEDAL cycles.

I think you know this.

But this in itself is not a contravention of a traffic order.

Your misfortune was to park within the scope of a waiting restriction indicated by RPZ signs.

A RPZ is merely a CPZ without lines and all normal exemptions apply e.g. council vehicles engaged in specified duties, in this case enforcement.

thks the replies the advice is pay up. My point was the repeater signs were only on 1 side of the road not the side the bike was parked on. Bike parking is hard because I found a markered bay afterwards on which the white lines were worn out and u coundnt read it there were no upright posts. Parking a bike is harder than a car.

Not that it's critical, but I can see what looks like a repeater in the same shot as your bike in post #1. It's on the bend on your side.

The M/C bay is here:

https://www.google.co.uk/maps/@50.9694799,-...6384!8i8192

Not very visible as the road-markings are worn but presumably the motorcycle bay. Nothing to secure the bikes to - when will councils understand motorcycles need to be locked to something too? Not that it stops the bike thieves from cutting the chains but they do help a little.

Not sure what the rules are for motorcycles in regular parking bays there.
