can a person with a full car licence (inc moped allowance) ride a 125 cc bike as a learner (with L plates or not) in france on a weeks holiday ?

IIRC the allowance was 50cc or less and test had to be passed before some date (1/1/2000?). If their UK licence wouldn't cover them here it won't cover them in France. I'm told (but have never bothered to confirm) that provisional licences don't cross borders and are worthless in other countries.

As I can see on the website of scooter rental company, you can drive only 50cc with a car (B) license. For 125cc you will need A1/A1/A license

Also check out your holiday insurance. All the ones I've had only cover medical expenses incurred on motorcycles if the rider had a full licence for that capacity back home in the UK.
