My freind was issued a Penalty Charge Notice for being “Parked in a restricted street during prescribed hours”. He was later told over the phone that it was because he was parked on double yellows. But from the pictures you can see he wasn’t strictly over the double yellows.

Is my freind at fault? Can he challenge this? Any advice appreciated.

The car in question is the white Corsa

EDIT: The car is parked on a kind of roundabout

Presumably your friend was not aware DYLs cover from middle of the road to property line including kerb, verge and pavement etc? What made friend think they could park on a roundabout? Photos suggest bang-to-rights on contravention.

Get friend to post up both sides of PCN and link to GSV.

And what was friend doing whilst parked?

As peterg says, your 'friend' is bang to rights on the contravention, so you're basically looking for a technical defence such as an error in wording on the PCN.
Please supply the information requested.

He did not, thanks for the info. He thought it was ok as people do it all the time there.

Could you explain what you mean by link to GSV?

He was in the gym.

He was in the gym.

So no exempt activity.

Best he pays up.

Post a link to the location on Google Street View, and show us both sides of the PCN in full. It's impossible to say whether there's any grounds of appeal if you don't give us this information.
