The story concerns a motorist that could not enter (voice system) the letter O as part of his registration and had to settle for a zero

The IPC advises members that O v 0 errors are not a breach of terms and conditions
POPLA rules that it is

More down to the CoP really, maybe time to lobby the BPA on accepting O and 0 interchangeably.

In that case there was a clear frustration of contract bought about by a failure of JP’s systems so a customer shouldn’t be penalised for that.

Especially as in the font used on number plates the O & 0 are identical. The only way they can be distinguished is by position. Any system used should not allow the wrong character to be entered as it should be clear from the context that it would be invalid.

In the case quoted surely a voice operated system wasn't the only means of entering the VRM?

It is perhaps unfortunate that "zero" "nought" and "oh" seem to be used interchangably for the number. Clearly that resolves to two different things.

Trying to guess based on context is also problematic. At the point of entry there is not enough context to be certain. eg any plate of the format A10 ABC

There is also the whole issue of foreign plates.

However, since the plate becomes such a key term in the contract there should be some sort of positive confirmation through the user interface that it is correct. This seems rare.

When we underwent interrogation training in the military we were told to always use 'zero' for the number to avoid any ambiguity - for 'number' and DOB.

There is no real need to worry about context, you just do what any half decent programmer does and convert both user's reported numberplates and ANPR images to one or the other - so for instance O and 0 are always processed as zero.

That way such a mistake never occurs, and there is no loss in functionality as, AFAIK, you can never get two vehicles with identical numberplates save for a same placed O and 0, certainly not using the same car park on the same day.

No need to worry about the same car park on the same day, you can’t get a UK plate with just an O and 0 transposed to make the same appearance.

The requirement to enter the full registration has no purpose other than to increase the possibility of an error

The last three letters have more than 15 000 combinations - easily enough to identify the car in most car parks
Even Meadowhall only has 12 000 spaces

But yes you could with 1 and I if any of the prefixes used I as the second letter, as none do presumably they thought of that, so its still a can't I'm afraid.
https://www.newreg.co.uk/dvla-number-plate-identifiers/

As it happens in your example DVLA will issue neither, a work colleague tried and ended with P155 ORF as the nearest they would let him have.

I recall being told that, in the USA where he could choose a registration number, somebody had one composed entirely of 0, O, 1 and I because it would be next to untraceable

Didn't occur to him that, until others did the same, such a unique registration would be easily recognised from its description
