Report it to the police, openly advertising illegal acts is probably illegal...

Advertising Standards Authority, Trading Standards, BPA (FWIW).

What about signs that threaten clamping?

Even though it's been illegal up here in Scotland for 20 years now, there's a doctors' surgery near me which claims in two not altogether small signs that a clamp is in use for unauthorised parking.

Mind you, the signs have been there for as long as I can remember so it's either OK so long as they don't carry out the threat, or nobody's had the inclination to do anything about it.
