I own an electric car and often park in the borough of Westminster.
The council policy for electric cars is as follows: 'pay for just 10 minutes in Westminster’s on street pay-to-park bays and park for the maximum prescribed period (electric powered and plug-in hybrid vehicles only') Several months ago I heard that due to an irregularity in the way the council had implemented this policy, they were unable to issue a PCN if no payment (for the initial 10 minutes) had been made. Effectively allowing one to park in a pay and display bay for free. Today I was issued a PCN for parking in a pay and display bay without paying. Either the CEO issued this in error thinking my car is not an electric vehicle or Westminster have been able to re implement enforcing payment for initial 10 minutes. If anyone is able to elaborate on this issue I would be grateful. TIA |

sounds like some one was trying ir on with the statutory grace period. You would need to be parked legally in the first place to claim such.

Westminster definitely have a pay for 10 minutes park for maximum policy for leccie cars.
https://www.westminster.gov.uk/electric-vehicles. So on face of it, if you didn't pay, bang to rights. Whether or not there was a glitch that meant they could not enforce none payment for Electric Vehicles, the moment there isn't one, they can. What glitch was it ? I have found other forum discussions that suggest up to last year, parking was free for EVs in Westminster so would suggest the payment requirement is recent anyway |

Update - I found a friendly local parking attendant. Rare species (!)
When Westminster introduced the '10 minute' charge for electric cars last year, they had a flood of appeals. As a result, they then bought in a grace period for several months. Last week they reverted back to the pay for 'first 10 minutes' system. So the total freebie is sadly no longer. Live and learn and thanks to all who replied to my post |

May as well appeal on that you understood they were not enforcing and had seen nothing to suggest that they had reverted to charging.

OP----if I recall correctly you need to be signed up to a third party charging scheme to use the Westminster charging posts. Anything from them on the changes?
